my first plugin

I'm embarking on writing my first plugin for Photoshop CS2 9.0. I think I read somewhere that plugins cannot be used to create new tools, such as a new path tool. Is that true? Is there a way around this limitation if it exists? Specifically, I would like to select regions based on a new edge detection algorithm I have been working on.
